Yes, the FCC approved the $35 fee.

Yes, the rule change takes effect on 19 April.

No, that does not mean the fees will be assessed starting 19 April. Before the FCC can start assessing the fees, they have to do upgrades to their systems and establish internal policies, and then they have to send a notice to Congress and publish the effective date in the Federal Register -- usually they give 30 days from the date of the notice being posted in the Federal Register.

That means the fees will likely not start being collected until some time this summer.
That being said, the fees are coming. Anyone looking to get licensed, upgrade, or get a vanity call and who wants to save some money would be advised to do so soon.
